This situational picture provides information on the coverage of Finnish mobile connections, the mobile market situation and the usage volumes of mobile network services. The data is mainly gathered from telecommunications operators. The data on the Bittimittari.fi service is based on the crowdsourced data available in the service. Consumer surveys refer to online panel surveys commissioned by Traficom. The situational picture is mainly updated twice a year, but some data is updated annually. The situational picture is produced by the Finnish Transport and Communications Agency Traficom.

SUMMARY

In Finland, 5G networks have been rolled out rapidly since the beginning of the decade. Most households are already located within the coverage area of a high-speed 5G network. In December 2025, high-speed 5G networks were available to 93% of households in Finland. However, the networks covered only 18% of the country’s land area. By comparison, high-speed 4G networks were available to 96% of households and covered 28% of the land area.

At the end of June 2025, there were 9.1 million mobile subscriptions in use in Finland, corresponding to 1.6 subscriptions per capita. Most consumers therefore have at least one additional subscription alongside their telephone subscription, for example a mobile broadband subscription used as a home internet connection or in a tablet. Of mobile subscriptions, 72% are used by private household consumers. Of all mobile subscriptions in use, 90% include unlimited data use, meaning that domestic internet use is not subject to additional charges after a certain data cap.

Of all subscriptions that include data transmission services, 38% enable the use of 5G networks, provided that the device supports 5G. As networks expand and 5G subscriptions and devices become more common, mobile data traffic is increasingly shifting to 5G networks. In spring 2025, 36% of all data transmission from smartphone subscriptions and mobile broadband subscriptions took place over 5G networks.

Mobile network coverage

In Finland, mobile communications networks using 2G, 4G and 5G technologies are in operation. The networks are extensive, with the fastest connections most widely available around populated areas and transport routes. At the end of December 2025, under ideal conditions, a 4G network with a maximum download speed of at least 100 Mbps covered 96% of Finnish households, while a 5G network offering the same speed covered 93% of households.

Mobile network coverage refers to areas where the network in question is available outdoors under ideal conditions at a height of 1.5 metres above ground level. Ideal conditions do not take into account natural obstacles or structures affecting the connection, nor the impact of simultaneous users on network capacity.

Mobile network quality measurements using the Bittimittari.fi service

Traficom provides the Bittimittari.fi service free of charge for everyone to use. The service can be downloaded as an application to a mobile device or used in a web browser. Using the Bittimittari.fi service, anyone can measure the quality of their internet connection and obtain an assessment of how well the connection suits their own needs. Through the service, Traficom receives valuable data on the performance of connections in different areas.

End-user measurements carried out using the Bittimittari.fi service provide information, for example, on how much the quality of a mobile network connection varies over the course of the day. This variation in quality indicates in particular that the performance of a mobile network connection depends on the number of other users on the network.

Based on measurements carried out with Bittimittari.fi, the average download speed in mobile networks, that is the speed at which data is transferred from the network to the user, for example when downloading films or streaming content, is highest at night and in the early morning, when usage levels are still low. In the evenings, when demanding network use is more common, the speed obtained from the network may at times drop to as little as half of the night-time speeds. Upload speed, that is the speed at which data is transferred from the user to the network, and which is relevant for example when using cloud services or playing online games, is according to the measurements more even over the course of the day, but also significantly slower than download speed.

Mobile subscriptions

Since 2012, Finland has had just over 9 million mobile network subscriptions in use. In 2013, 28% of mobile subscriptions included only voice services, meaning that they were not primarily used for internet access, while 51% included both voice and data services and were therefore most likely used in smartphones. By the end of June 2025, only 3% of mobile subscriptions included voice services only, while 75% included both services.

Subscriptions that include data services only have for a long time accounted for just over 20% of mobile subscriptions. These subscriptions are partly used in households’ 4G/5G modems, functioning as a home internet connection, and partly in computers and tablets.

In Finland, most mobile subscriptions include unlimited data use, meaning that there is no data allowance for domestic data transmission and users can use the internet as much as they wish during the month without additional charges. Of the subscriptions used by households, 89% are unlimited subscriptions, and among subscriptions used by businesses the share is 90%.

At the end of June 2025, there were 1.9 million machine-to-machine (M2M) subscriptions in use in Finland, used in devices such as wildlife cameras and security cameras.

Mobile network data usage

Significantly more data is transmitted over mobile communications networks in Finland than in most other countries. Between January and June 2025, mobile network data usage amounted to 75 gigabytes per capita per month, compared with, for example, 38 gigabytes per capita per month in Sweden in 2024.

Finland’s high level of mobile data usage is the result of its extensive mobile networks and the widespread availability of unlimited mobile subscriptions. In many other countries, mobile subscriptions include a monthly data allowance, which means that users may avoid activities such as streaming services on smartphones without a Wi-Fi connection.

However, Finnish consumers do not use their phones in a fundamentally different way from users in other countries. The majority of mobile data usage is explained by the fact that just under half of Finnish households rely solely on a mobile network connection. In other countries, households often have a fixed broadband connection at home, meaning that the most data-intensive services, such as watching streaming services on a television, are used via that connection. In Finnish households that rely on mobile networks, this type of internet use is also reflected in mobile network data traffic. Household use of mobile subscriptions is primarily enabled by unlimited data use.

In practice, data usage is unevenly distributed among users, with a small share of users accounting for most of the data traffic. When the total data usage of smartphone subscriptions is divided across all such subscriptions, one subscription used 28 gigabytes of data per month in spring 2025. When average usage is calculated using the median, a typical smartphone subscription used 8 gigabytes of mobile data per month. The corresponding figures for mobile broadband subscriptions that include data services only were 114 gigabytes and 41 gigabytes per month.

5G subscriptions and use of 5G networks

At the end of June 2025, there were 3.3 million mobile subscriptions in Finland that enable the use of 5G networks. Of these subscriptions, 80% included both voice and data services and were therefore subscriptions that are most commonly used in smartphones. This figure does not include subscriptions used at a fixed location with a service quality commitment, for example using network slicing, that is so-called FWA (Fixed Wireless Access) subscriptions, nor machine-to-machine (M2M) subscriptions intended for communication between devices.

As 5G subscriptions and devices become more widespread and 5G networks continue to expand, an increasing share of consumer mobile data traffic is carried over 5G networks. In spring 2025, 36% of the data transmission from smartphone subscriptions and mobile broadband subscriptions took place over 5G networks.

Calls and text messages in mobile networks

Many consumers today primarily use various applications for messaging and making calls. However, traditional mobile network calls are still made. Between January and June 2025, 31 calls per month were made per mobile subscription in use, corresponding to 39 calls per capita per month. For residential subscriptions, 28 calls per subscription were made per month, while for business subscriptions the figure was 39.

On average, calls last 5 minutes. The number of calls in mobile networks has declined, but call minutes have not decreased to the same extent and even increased during the COVID-19 period. In other words, fewer calls are made, but they last longer.

Finnish consumers also continue to send text messages. In spring 2025, 435 million text messages were sent in Finland’s mobile networks, corresponding to 13 text messages per capita per month. Of the text messages sent, 68% were sent from residential subscriptions.

Revenue and investments in mobile networks

Revenue from telecommunications services grew by 2.7% between 2023 and 2024, reaching just over EUR 3.6 billion in 2024. Revenue from mobile networks increased by 5%. Mobile network operations accounted for 64% of telecommunications operators’ total telecommunications revenue in 2024. Retail revenue from mobile networks grew by 8%, while wholesale revenue from mobile networks decreased by 32%.

The value of tangible investments in mobile networks decreased by 12% in 2024 compared with the previous year, totalling EUR 257 million. Tangible investments in mobile network operations accounted for 33% of all tangible investments in the telecommunications sector in 2024.
