Flight safety reporting

This situation overview provides information on flight safety reporting. The information is produced by the Finnish Transport and Communications Agency Traficom and updated in English annually. In Finnish the information is updated twice a year.

Open reporting of occurrences and fair processing of the reports has always been seen as one of the mainstays of aviation safety. When the threshold for reporting is low, a more accurate picture of the development needs in the operations can be obtained, and safety can be improved more effectively. A large number of reports can be regarded as a sign of a good safety culture. The Just Culture principles are followed in Finland when processing Air Safety Reports. In 2025, Traficom received approx. 19,300 occurrence reports. The number was approximately at the same level as in 2024 (19,600 reports) and more than double compared to the 2015–2024 average (9,800). The increase in number of reports in 2023 is due to GNSS interference, which started during 2022. 

The slight decrease in the total number compared to the previous year is explained by changes in the reporting criteria for GNSS interference cases, which were made during 2024 and 2025. During the year, "reporting fatigue" regarding GNSS interference cases was also observable, as they have become common situations when flying in Finnish airspace as well.

From the perspective of assessing overall reporting activity, it is therefore essential to also examine the number of reports other than those related to GNSS interference. In 2025, approx. 14,000 such reports were submitted to Traficom. The number grew by approx. 13% from the previous year’s figure (12,400) and was clearly above the long-term average (8,200).

Reporting can be evaluated by relating the number of reports to the volume of aviation operations. Regarding last year, airport operation volumes and the flight hour and flight volumes of the largest flight organizations are available. If reports other than those related to GNSS interference are examined relative to airport operations, the figure last year was approx. 4,600 reports per 100,000 operations. In 2024, the corresponding figure was 4,300 and in 2023 approx. 4,000.

Overall, reporting activity developed in a positive direction again in 2025 in almost all areas.

The reports are classified on the basis of several different variables. The graph below shows the distribution of incidents based on the aviation domain in which the reported incident occurred. Most of these reports concern commercial operations and are received from flight operations and different ground organisations.
