Transport licences and international transport permits

The statistics provide information on transport licences and the international transport permits granted to transport licence holders. The data is updated once a month with respect to transport licences and once a year with respect to international permits. The statistics are produced by the Finnish Transport and Communications Agency Traficom.

A transport licence is a licence for entry into the field granted to road transport companies, under which the company is permitted to carry out professional transport of goods or passengers. Transport licences include passenger, goods and taxi transport licences. In addition to applying for a transport licence, it is also possible to submit a taxi or goods transport operator’s notification under certain conditions.

An international freight transport permit gives the right to carry out international commercial freight transport with a vehicle or vehicle combination between Finland and foreign countries. International freight transport permits include a bilateral permit, a third-country permit, a CEMT permit and a CEMT removal permit. An international passenger transport permit gives the right to carry out international passenger transport between Finland and foreign countries. International passenger transport permits include a permit for picking up passengers from Russia and Ukraine, an EU book of journey forms, an Interbus book of journey forms, a certificate for private passenger traffic by bus between Member States and an international scheduled service permit within the EU and EEA, as well as an international scheduled service permit outside the EU and EEA.

 

Taxi transport

Before the entry into force of the Act on Transport Services on 1 July 2018, in which the regulations on the maximum number of taxis and taxis being bound to a particular station area were repealed, the number of transport licences was approximately 9,400 (30 June 2018).

Notes

From 1 January 2024, the statistics of transport licence applications, issued transport licences and rejected transport licence applications only include new licenses, license renewals, and additional licenses for goods and passenger transport.

Until 31 December 2023, the numbers in the statistics also included applications for changes and cancellations, as well as the amounts of rejected and issued replacement transport licences as a result.

The reason Other reason for rejection in the statistics of rejected transport license applications has been replaced by Establishment.

A column has been added to the valid transport licence statistics for Taxi transport licences.

The statistics are published monthly and quarterly.

Statistics on international transport permits contain information on the international freight and passenger transport permits granted. The statistics are published once per year.

UPDATE FREQUENCY

The transport licence event statistics are updated monthly, the cross-sectional statistics quarterly.

The international transport permit statistics are updated once per year.

DATE OF COMPLETION AND PUBLICATION

The transport licence statistics are published within 5 working days from the turn of the month at the latest.

The transport permit statistics are published during the January of the following year.

TIME SERIESInformation on transport licences is available starting from 1 July 2018, and information on international transport permits starting from 1 January 2019.

FURTHER INFORMATIONThe compilation of statistics on transport licences was transferred from ELY Centres to Trafi (starting from 1 January 2019, Traficom) on 1 July 2018. Initially, statistics were published in July–August with more frequent intervals of two weeks. Starting from September, the normal update frequency has been followed.
