TEN-T network requirements and regulation reform in the highway network

This situational picture provides information about TEN-T network criteria for the highway network and their fulfilment in Finland. The situational picture is primarily updated twice a year. The information is produced by the Finnish Transport and Communications Agency Traficom. The information is part of the strategic situational picture of the Finnish transport network.

Meeting criteria in the highway network

Comprehensive highway network: Roads in the comprehensive network are class I main roads, with an important task in long-distance transport. The highways in the comprehensive network can be deemed to meet the required criteria.

The highways in the core network meet the criteria as follows:

  • Scandinavian–Mediterranean Corridor: Class I main roads 1 and 7 (E18) are motorways (with the exception of the Naantali–Raisio section) and Ring Road III (E18) is a highway with 2+2 lanes. The criteria are met in these sections.
  • North Sea–Baltic Corridor: Class I main roads 4 and 29 have motorway / express road sections on the Helsinki–Heinola route and in the Jyväskylä, Äänekoski, Oulu and Kemi–Tornio regions. These sections cover approximately 40% of the road and meet the criteria. The criteria are not met completely in other sections.
  • The rest area criterion is met when all rest areas and service stations are taken into account.
  • Alternative fuels are available.
  • Requirements concerning road tunnels, traffic safety and intelligent transport systems are also met.

The Scandinavian–Mediterranean core network corridor runs through southern Finland. The CEF regulation renewal will bring about core network corridor extensions to the North Sea–Baltic Corridor: Helsinki–Luleå and Scandinavian–Mediterranean: Stockholm–Luleå–Oulu/Narvik. Finland is preparing its position on the re-evaluation of the TEN-T regulation.
