Definitions
The graph Households deviating from the five-day delivery schedule illustrates the number of households to which universal service letters are not delivered five times a week. Under the Postal Act, items of correspondence falling under the universal service obligation must be collected and delivered five weekdays a week in compliance with the quality standard for universal service provided for in section 19 of the Act. As a result of an amendment to the Postal Act that entered into force on 15 September 2017, Posti may deviate from the five-day delivery requirement in the case of a maximum of 1,000 households located in a difficult terrain in the archipelago or a wilderness area. Each year, Posti submits to Traficom a list of households receiving post less than five times a week based on the derogation provide for in the Postal Act.
The graph Delivery service due to personal special needs illustrates the number of households with special delivery arrangements due to personal special needs (e.g. persons over 75 years old and persons with reduced mobility). In deviation from the usual delivery method, post may be delivered to an apartment-specific slot, a letter box located near the front door, or a letter box located at the driveway or walkway of the plot. Each year, Posti Ltd provides Traficom with data on households with special delivery arrangements due to personal special needs.
The graph Postal service points indicates the number of Posti Ltd service points, postal agency shops, pick-up outlets, parcel lockers and pop-up pick-up points. Under the Postal Act, there must be a postal service point in each municipality. Parcel lockers include both private and public lockers (Smartpost).
