Termination price in mobile network

These statistics describe the development of mobile network termination rates in Finland. The data is updated whenever rates change. The statistics are produced by the Finnish Transport and Communications Agency Traficom.

EU-wide maximum fixed and mobile voice termination rates entered into force on 1 July 2021. They apply to all telecommunications operators in EU countries. The maximum termination rates are determined according to the Commission Delegated Regulation (EU) 2021/654 (External link).
For mobile networks, a single mobile voice termination rate will be applied in all EU countries starting from 2024. The rate will be EUR 0.2 cent per minute. The Regulation includes a three-year transitional period with the following maximum rates:

  • 2021: EUR 0.7 cent per minute
  • 2022: EUR 0.55 cent per minute
  • 2023: EUR 0.4 cent per minute.

For fixed networks, the maximum voice termination rate, or price cap, applied in Finland will be EUR 0.111 cent per minute until the end of 2021. From the beginning of 2022, all EU countries must apply a single termination rate of EUR 0.07 cent per minute. 

Definitions

Termination rate means the price charged by the receiving telecommunications operator from the caller’s telecommunications operator for routing, or terminating, the call to a number in its network. A call made from a mobile network or a fixed telephone network is routed from the network determined by the caller's operator to the network determined by the call recipient's operator. In this case, the telecommunications operator whose subscriber the recipient is, charges the caller's operator for call termination on its network. This charge is called termination rate.
